Research into the UK’s current nations & regions TV production regime

Screen Scotland is commissioning research into the UK’s current nations and regions television production regime, which is focused through the quotas of the BBC, ITV/STV, Channel 4 and Channel 5, and into alternative means of delivering the policy ambitions that underpin those quotas in the decades ahead.      

We would like to understand how the current quotas system came to be developed and accepted as the key mechanism for driving and measuring Public Service Broadcasting (PSB) network commissioning outcomes across the UK’s nations and regions.   

We would also like the research to explore other mechanisms employed in other jurisdictions to ensure that their PSB/Public Service Media (PSM) systems deliver economic and creative value beyond their capital cities. Are there other mechanisms employed in the PSB/PSM regulation of comparable international territories that deliver similar or better policy outcomes as effectively as quotas?    

We are seeking a research partner who has expertise in and understanding of PSB commissioning, television production, and regulations, analysis, and relevant data collection. We expect that the project will use a mixture of quantitative and qualitative methods including collating existing data held by Ofcom, Screen Scotland, Public Service Broadcasters and other relevant sources.    

We expect the budget for this research project to be between £30,000 to £35,000.
